Event to discuss strategies for local leaders to address rapidly shifting challenges 

As municipal leaders across the country navigate a rising tide of economic, social, and political pressures, Drake University is convening the 2026 National Civility Summit for Local Government. The summit is hosted by The Robert D. and Billie Ray Center in association with The Ron and Jane Olson Institute for Public Democracy, the Iowa League of Cities, and the Greater Des Moines Partnership

The virtual event, themed “Adaptability in a Changing Environment,” will take place on Wednesday, Feb. 11, from 1:00 – 4:00 PM CT. Registration is now open for both elected officials and staff representing local governments—including cities, school boards, and counties—seeking practical strategies to maintain local stability and public trust. 

“Civility is so much more than politeness and decency—it is about finding pathways to resolve challenging issues through effective civic action,” said Scott Raecker, Executive Director of the Robert D. and Billie Ray Center. “This year’s summit provides the tools leaders need to move through emotionally charged situations with a respectful, solutions-oriented approach.” 

What to expect 

Get front-line insights from experienced municipal leaders via a keynote and interactive sessions focused on building trust in divisive and challenging times. Speakers include: 

  • Clarence Anthony, CEO & Executive Director, National League of Cities, will deliver the keynote, titled, “Leading Through Change,” offering reflections on the role of civic leadership in adapting to challenges in municipal government. 
  • Bill Gates, Director of the Mechanics of Democracy Laboratory and Professor of Practice at Watts College of Public Service of Community Solutions, Arizona State University; former chairman of the Maricopa County Board of Supervisors. His session will focus on election integrity and trust in local government. 
  • Tiffany Tauscheck, President & CEO, Greater Des Moines Partnership, will lead a session focused on public-private partnerships and the need for civility. 
  • Mickey Shields, Deputy Director, Iowa League of Cities, will provide tools for local leaders focused on staying professional and composed during high-conflict community situations. 
  • Tabitha Choquette, Director of Programs, The Robert D. and Billie Ray Center, Drake University, will provide a civility framework focused on the controllable versus uncontrollable aspects of government leadership.
