
The following message was sent to campus by Drake University President Marty Martin on Feb. 18, 2026:
It is with deep sadness that I share the passing of Billie Lee Ray, a dear friend, benefactor, alumna of Drake University, and former First Lady of Iowa. Mrs. Ray passed away peacefully on this morning at the age of 97. Together, Mrs. Ray along with her late husband, former Governor Robert D. Ray, supported the University for decades, making an impact on the lives of generations of students.
A Des Moines native, Mrs. Ray attended Roosevelt High School where she met Mr. Ray. Both attended Drake University where Mrs. Ray earned her bachelor’s degree in education. Following her graduation, Mrs. Ray taught elementary education within the Des Moines Public School system. When Robert D. Ray was elected Governor of Iowa in 1968, she began her tenure as First Lady of Iowa—a title she held from 1969 to 1983. During her time as First Lady—and beyond—Mrs. Ray was a steadfast advocate for education and community empowerment. She understood the power of education and believed in the potential of every student. One of the most visible testaments of her advocacy is The Robert D. and Billie Ray Center at Drake University, which works to improve civility through character development and ethical leadership and extends from early childhood to the corporate, community, and public service arenas.
In honor of her commitment to improving lives and strengthening the community, Mrs. Ray was previously awarded both the Drake University Alumni Distinguished Service Award and the Drake University National Alumni Centennial Award for Service. Mrs. Ray also received the Robert D. Ray Pillar of Character Award in 2020, which was then renamed in her honor to the Robert D. and Billie Ray Pillar of Character Award. Mrs. Ray served as a member of the Drake University Board of Governors and proudly served as the Chair of the Drake University National Alumni Association Board. She was also a member of the Drake University President’s Circle.
Mrs. Ray’s contributions and enduring legacy extend far beyond Drake University. She devoted her time and passion to various organizations, including the Terrace Hill Foundation, Iowa Friendship Force, the Cedar Rapids Symphony, the historic Brucemore in Cedar Rapids, the Red Cross, Easter Seals, United Way, Women in Business, Iowa Save Your Vision, Des Moines Civic Center, Blank Park Zoo Foundation, and so many more. Mrs. Ray was recognized with many well-deserved awards for her selfless service and dedication to helping others. She was named one of the twelve initial Women of Influence by the Des Moines Business Record in 2000. She was awarded the Youth & Shelter Services Outstanding Contribution–Children and Youth Award alongside her husband in 2012 for their tireless support of the organization. Easter Seals Camp Sunnyside’s Child Development Center in Des Moines, Iowa, was named the “Bob and Billie Ray Development Center” in honor of the couple.
Mrs. Ray is survived by her three daughters, eight grandchildren, and two great grandchildren. Services are being arranged through Iles Dunn’s Chapel, and more information will be released soon at www.IlesCares.com. On behalf of the Drake University community, I extend our deepest condolences to the entire Ray family.
As we mourn Mrs. Ray’s passing, let us also celebrate and honor her legacy by giving back, serving others, and creating a brighter future for all. Mrs. Ray’s life is an example of the powerful impact one individual can have on their community.
